(No. 266.) (Telegraphic.) R. OPIUM. Wai-chiao Pu have officially requested me to place provinces of Chih-li, Shantung, Kwangsi, Hunan, and Anhui on prohibition list, on the ground that reports received from governors prove that they have complied with article 3 of 1911 agreement.

I propose to reply that evidence in my possession does not confirm reports of the governors as regards several of these provinces; that it is [group undecypherable: impossible to investigate conditions before March or April, when the poppy is in flower; but that we are willing and even anxious to hold investigation at the earliest possible moment, provided that provincial authorities generally are made to respect other provisions of agreement.
