I tranmit to you herewith copy of a letter from
the Colonial Office transmitting copy of a despatch
from the Governor of Hongkong, in which he urges the
importance of obtaining without delay from the Chinese
Government a binding agreement to make a connection
between the Canton-Kowloon and Canton-Hankow railways.
I should be glad if you would furnish me with
your observations as to the desirability of approaching
the Chinese Goverment at this stage in the matter.
