I beg to draw Your Excellency's attention to
the unsuccess of the military operations, which both
the Portuguese and the Chinese Governments undertook
to punish the pirates of the islands of Vong Can.
In my report No.114 addressed to Your Ex-
cellency I had foreseen the unsuccess and beg leave to
copy my report of the 24th September last, addressed to
the Governor of Macau on this subject.
"As I had foreseen in the last report, which
I had the honour to address to Your Excellency the
expedition came to nothing, owing to the disclosures
made by the Chinese Press and which origin might be
sought in the fear, which prevailed amidst the Chinese
Officers.
I should deem it convenient to protest and to
make the Government of Canton responsible for the fail-
ure of the expedition, acquainting at the same time the
Government of Hong Kong, which is so intimately inter-
ested in this affair, with the causes of the failure.
