The pro osals outlined therein, while giving no in- dication of the readiness of the contrastors to comply with the now regulations in regard to obtaining permits, go so far beyond the suggestion adopted by the Wai Yu Pu and approved by "ie Majesty's Minister that, before re- ferring them in their present state to Peking, I suggest that you consult further with Mr Jamieson, who advised Sir John Jordan in the negotiations at Peking and who is expected to arrive in Hongkong by the 3.5."Yorek", which loft Shanghai on the 2 rd instant,
