Poking, November 29, 1912. WITH reference to your despatch No. 31 of the 18th instant and to subsequent telegraphic correspondence I transmit to you herewith copy of a memorandum which I have received from the Wai-chiao Pu informing me of the reissue to the provincial authorities of Chekiang of the circular instructions issued by the Wai-wu Pu in June 1911.

In accordance with the understanding between the Wai-chiao Pu and myself I have to instruct you to advise Mr. Ezra to close the establishment which he started at Hangchow.
