Education Department,
Hongkong, 1st August, 1913.
I have the honour to request that application
may be made to the Crown Agents to engage the three new English
Mistresses sanctioned in the 1914 Estimates for the three
British Schools.
I attach the usual requisition form, wherein I
give a list of subjects: none of these could properly be omitted
from the curriculum of a High School for Girls, to the standard
of which the British Schools should aim in so far as their girl
pupils are concerned. The difficulty rests in the smallness of
their staffs. It cannot be expected that any one teacher should
be able to teach all these subjects, or even any two teachers
between them. It should however be possible to arrange for the
mistresses at each school to visit the other two schools, so
that all may give instruction in the subjects in which they are
best qualified.
Hoping that this arrangement will prove feasible.
The
I have drafted the qualifications in their present form.
requisition should be accompanied by a copy of this letter,
without which it is unintelligible.
The Honourable
The Colonial Secretary.
I have,
etc.

E. IRVING
Director of Education.
