General.

With reference to your letter of the 13th

February, No.3792/1912/1913, I have the honour to state

that we did not attempt to obtain the maxim guns direct

from Messrs Vickers Limited in view of the general

principle laid down in your letter of the 2nd May 1907,

ea. No.13737/1907, that ordnance stores, particularly arms

and ammunition, should be obtained through the War Office.

It will be remembered that this decision was

arrived at notwithstanding the cases of delay and extra

cost in ordering from the War Office, which were men-

tioned in our letter of 1st January 1907, and we presume

that we must follow it.
