Gentlemen,
We beg to acknowledge the receipt of your
letter of 17th instant, forwarding copy of a further
despatch from the Governor of Hong Kong to the
Secretary of State, with enclosures, relative to
the character of the rubble forming a portion of
the Longkokt sui Breakwater now under construction.

We see no objection to the mode of pro-
cedure being adopted which is recommended in
paragraph 2 of the kinute of the Director of Works,
dated 12th ultimo, provided that the quantity of
large stone in the work is not the reby reduced,
and that the smaller material which is introduced
is practically not more than sufficient to fill
the interstices between the larger material.

In the foregoing connection we may ob-
servce that there is always a danger in admitting
the use of smaller material in the case of
structures carried out under contract,
inasmuch
as advantage is sometimes taken of such permission
