in regard to "wells, buildings or works" while the
definitions under Section 6 of "building" and "works"
seem to make it quite clear that the provision of drains
and W.C's comes within the exemptions under Section 4.
5. My Lords are fully alive to the responsibility
which rests upon them to administer their Naval Establish-
ments with full regard to the health interests of those
serving under them and of the general community, and they
do not consider that it is either necessary or expedient
that their actions in this connection should be subject
in any way to the supervision of the Public Works Department,
although they will of course give every consideration to
any representations which may be made to them from time
to time by that Department.
6. Before dealing further with the subject, I am
to state that My Lords will be glad to know the views of
the Secretary of State thereon.
