Referring to your Despatch No. 351 of 20th.

November, I have the honour to inform you that effect has been

given to the authority conveyed in your Despatch lo. 151 of 25th.

72 May, 1912, to grant Mr. Duncan an extra duty allowance of £100 a

year.

Mr. Duncan's salary and allowance are the same as those of Mr. Henderson, who is Mr. Jaffé's senior Assistant on

the Tytam Tuk Works. Both the Harbour of Refuge and the Tytan Tuk

are works of magnitude and importance, the cost of which exceeds

£200,000 and having regard to this fact the salaries paid do not

appear to me to be excessive. My reason for not making a recomenda-

-tion in Mr. Henderson's case was that the Tytam Tuk Works are still

in their initial stages and the work and responsibility devolving

upon him are not so great as those devolving upon lir. Duncan, as the

Harbour of Refuge Works are in full swing. I submit for your

favourable consideration that Mr. Duncan has earned the bonus

which I recommended.
