The Admiralty being desirous of erecting storage
tanks for oil fuel at Hongkong, I am directed by the Commodore to
enquire of your Government under what conditions or restrictions
(if any) a suitable site would be granted to the Admiralty for the
above purpose.

After careful investigation, it is considered that
there are only three sites which would meet Admiralty require-
-ments, viz.;-
(a). The ground at the back of the new coal sheds at Kowloon,
now rented from your Government on a monthly tenancy,
tinted pink and marked A. on accompanying plan, and I am
directed to ask on what terms this could be transferred
permanently to the Admiralty.
(b). The area tinted blue and marked B. on the plan, but
which, it is understood, is the subject of negotiations
between the lessees and your Goverment. This site is in many respects the most suitable, owing to the proximity of deep water on the frontage for H. M. Ships to go alone
-side.
(c). The area tinted green and marked C. on the plan, of which
it is understood the Land Reclamation Company have the
foreshore rights.
3. I am directed to add that considerable dredging would be necessary in the case of (a) and (c) and to some extent also in the case of (b) to enable H. M. Ships to go alongside and in any case a small pier may be necessary in connection with the pipe lines
etc.

I may mention that the oil fuel which it is proposed to store there,, isnot inflammable, having a flash point of over
200° F.
