It is reported that Piggott will reach Hong Kong about the 22nd November. He will apply to be admitted to the local Bar for the purpose of opposing the extradition of a Chinese accused of absconding during recent revolt with money from the Kwang Tung Treasury. I am advised by the Attorney General that there is no legal objection to his admission, but I consider that the situation which would arise appears to be undesirable.

Do you consider that any official approval should be given for his admission?
