Electric Tramway at the end of Happy Valley, continue over the Gap and down into Deep Water Bay. Later to add a branch arm terminating at

Little Hongkong.

B.

To provide means of transport from Repulse Bay to Aber-

-deen, and ultimately to West Point, probably a tramway on which the

high level light railway cars could run so that at some future date one

of the light railway cars could start from Town and complete a circuit

returning to the same spot.

C. To open up building sites enclosed within the area of a

mile on either side of the railway and tramway mentioned.

D. To develop Deep Water Bay as a bathing and plessure

resort in addition to the existing golf links.

To develop a portion of the area as a Portuguese Reserva-

-tion.

F. To develop the higher levels, Repulse Bay, the outer portion of Deep Water Bay higher ground, and other parts of the area as residential districts with portion for an European Reservation similar

to the Peak.

The first step is for the Government to give a favourable concession. The land in the area named is of little value to the Govern- -ment or the Colony now, nor will it ever become valuable unless means access are provided. When the district is opened up by railway and developed it will be valuable to the Government for,

A. Revenue from the sale of Building Sites.

B. Revenue from Crown Rents and Taxation.

C. Increasing the General Prosperity of the Colony.

D. Finally solving the Houmfing Problem.

The Commercial success of a railway and tramway scheme, which will involve heavy Capital and running costs, can only be made possible if the Concession carries other rights. These should include

the following ·

Rights for building the railway and tramway.

Free land for same.

First option for building rights on the areas named, at a nominal premium and Crown rent, viz. 100 yards on either
