The rate of progress in the future is likely to be accelerated due to a variety of causes amongst which may be mentioned the Kowloon terminus of the Canton Railway, the Panama Canal, the New China love- -ment, and the University. The housing problem is very acute and is bound to become more and more so unless some big development scheme is pushed forward. In fact this is considered by many to be the most im- -portant problem to be solved in the Colony.

China is on the threshold of a new era, and the advant- -ages of Hongkong as the greatest port in South China, a Main Line Terminus, and its position at the mouth of the Pearl and West Rivers must be increasingly realised. But Hongkong's first asset is its securi- -ty under the British Government, which is being appreciated by Chinese as well as European Investors.

It is obvious to all that Hongkong is growing in size and importance rapidly, but it is also becoming notorious for the hous- -ing difficulty and the high cost of living, which will most certainly retard its progress unless something can be done to alleviate this. The danger is not only due to the present high rate, which is a heavy burden felt acutely by most sections of the community, but that without development on a large scale this must increase enormously.

It should be the first purpose of all who have the wel- -fare of the Colony and its inhabitants at heart that something should be done if only to keep the present prices from increasing, quite apart from offering improved and greater facilities.

It is therefore confidently anticipated that the Schene herein outlines will receive the sympathetic support of His Excellency the Governor in Council, Officials, and the Public generally.

The Scheme is to develop the South of Hongkong and is

summarised as follows:-

A. To build a high level light railway over Wong Nei Chong Gap. This would commence at the proposed new terminus of the Town
