There is, however, one important point in con-

→nection with the scheme as to which I am doubtful and that is the

exact route of the Tramway. This should, I think, be entirely

independent of any public road, in the same way as the existing

tramway to Victoria Gap. Until, however, the general scheme has

received your approval it would be premature to deal with this

point.
