I have the honour to inform you that on the 10th

of April last Messrs. F. B. L. Bowley, G. Tisdall and E. T. Williams

had an interview with Sir Henry May, and left with him some prelimi-

-nary proposals for a scheme of development on the South of the

Island of Hongkong of which I enclose a copy. Mr. Bowley is a

member of the firm of Messrs. Dennys and Bowley, Solicitors; Mr.

Tisdall is the lianager of the Russo-Aciatic Bank, and I understand

has a considerable financial backing for the scheme; while lir.

Williams is Electrical Engineer in the laval Yard at Hongkong.

The subject was discussed at considerable

length with the Director of Public Works and I enclose a map which

shows the areas of land available for development, and the areas

which it would be necessary to exclude from the scheme of the

promoters.

A point which arose for decision was the best means of access to the land from the City of Victoria, with the result that Wong Nei Chung Cap was agreed upon as the most suitable owing to its low altitude compared with Middle Gap. I enclose a copy of the conditions on which Sir Henry May proposed to recommend for your favourable consideration the grant of the concession.These conditions have been revised in conjunction with the promoters, and, though they do not include some considerable extensions of the
