Sir,

GOVERNMENT HOUSE,
HONGKONG. 5th. November, 1913.
I have the honour to inform you that an applica-
-tion has been received from a Mr. G. F. Ober, an American subject and Manager of the Canton Province Mining Company for the area of land show on the enclosed plan for the purpose of building smelt- -ing works.
2.
kir. Ober states that he has made with certain
Chinese arrangements by which he expects to have at the least one
junk load of sulphide of antimony a week from a mine near Tak Hing
on the West River. In addition to this he expects to get lead and
silver from a mine about two miles from Chung Muk Tau Station and
gold from a mine eleven miles away from a station called Nan Kong. Mr. Ober proposes to deal with these ores by an electrolytic and amalgam process and has machinery for the purpose now lying in
godown at Hongkong.
3.
I propose subject to your approval and if Sir Henry May sees no objection to put up to auction the area shown on the plan amounting approximately to 7.85 acres on the following
terms:-
(a). Term of lease 75 years renewable for a further term of 24 years less 3 days at a reassessed Crown Rent.
(b). Premium at the rate of cent per square foot.
(c). Crow Rent at the rate of $1.00 per acre per annum
