Referring to your Confidential Despatch of the
24th. of September, I have the honour to inform you that section 12
of the Education Ordinance as originally drafted gave power to the
Governor-in-Council to make regulations
(i) of a disciplinary, hygienic and economic character
(a) (b) and (g);
(ii) of an educational character (c) (d) (e) and (f) and
(iii) other regulations "regarding the proper conduct and
efficiency of schools" (h).
It was intended that the regulations included in (iii) should be ejusdem generis with those included in (i) and (ii) and when the portions of section 12 (c) (d) (e) and (f) were in accordance with your wishes deleted from the Bill the portion (h) was considered to have become restricted as to be ejusdem generis with (a) (b) and
(g).
