The Colonial Secretary of Hongkong presents his
compliments to the Under Secretary of State for the Colonies, and
has the honour to enclose herewith a duplicate copy of the Officer
Administering the Government's Confidential Despatch of the 31st.
October, 1913, submitting the Estimates for 1914, in case the
original is not received at the Colonial Office.
