This Ordinance was passed as the result of the Circular Despatch
dated 16th August 1913 relating to the
withdrawal of His Majesty's Gāvernment from the Brussels Sugar Convention.
Effect was given in this Colony to article 8 of the Brussels
Sugar Convention 1902 by the provisions of the Sugar Convention Ordinance,
1904 and His Majesty's Government having now withdrawn from the Convention
such withdrawal taking place as from 1st September 1913 the Hongkong Sugar
Convention Ordinance 1904 has accordingly been repealed by the Ordinance
now reported upon.

Section 1 of the Ordinance is formal.
Section 2 of the Ordinance repeals the Sugar Convention Ordinance
1904.

The question as to the continuance of the grant in this Colony of
Certificates of Origin of sugar exported from the colony to States still
adhering to the Convention is being dealt with separately.

In my opinion this is an Ordinance to which His Excellency the
Governor may properly assent in the name of His Majesty and on His behalf.
