With reference to your Circular Despatch of the
16th. of August, 1913, I have the honour to submit for the ‚signification of His Majesty's pleasure the following Ordinance
entitled:-
An Ordinance to repeal the Sugar Convention Ordinance,
No. 29 of 1913.

The customary report by the Attorney-General is
enclosed.

In connection with the withdrawal of this Colony from the Brussels Sugar Convention, the Superintendent of Imports and Exports has raised the question of the continuance of the grant in this Colony of Certificates of Origin of sugar export- -ed from this port to States still adhering to the Convention and the form under which such Certificates should be granted, and I enclose a memorandum by the Attorney-General with whose views on the subject I concur. I should be glad to receive an expression of your opinion on the question. 693
