main charge in the indictment against Chan King Wa was corres- -pondence with Chinese in the Straits Settlements.

I enclose a copy of an extract from a minute

drawn up at my request by Mr. Messer, the Captain Superintendent

of Police, giving an account of the doings of Chan King Wa during the last two months, which is I consider of great interest in the

light of subsequent events. I have no doubt that General Lung had much evidence of Chan King Wa's disloyalty, but it is clear that

he had enemies who would stick at nothing to get him out of the way. I remain of opinion that his summary execution without any semblance of a trial, having regard to his great services to the Canton Government during the past two years, is a grave blot on

the administration of General Lung.

Mr. Jamieson has suggested to His Majesty's Chargé d'Affaires at Peking that, in view of Chan King Wa's efficiency and his able maintenance of order during the revolution and rebellion, the President should be moved, in accordance with established Chinese Custom, to issue a Mandate commending him posthumously for previous good service.
