your Despatch No. 238 of the 14th. of August on the subject of providing free passages to England for Mr. and Mrs. Bullin.
Mr. Bullin has got employment and does not wish

to leave Hongkong at present. If he should wish to go elsewhere
later on I will consider the question of providing free passages.
understand that he does not desire to return to England.
