consideration that from the 1st. of October Mr. Irving should be permitted to draw the initial salary and the duty pay of Class 1, and Mr. Barlow the maximum pay of his post, namely £360, as pro- -posed in paragraph 2 of Sir Henry May's Despatch No. 229 of the 2nd. July last.
