consultation with Major-General Kelly, Commanding His Majesty's Forces in South China, decided that to be on the safe side it was advisable to reinforce the garrison on Shamien. Accordingly 200 additional men of the Punjabis were sent up, the whole under the command of Major Robinson.

A new development in the situation now arose with the arrival on August 9th. of Huang Shih-lung, whom the Centra Government had appointed Hu Chun Shih, that is Commander-in-Chief of Kuangtung. Like Tang Ho-shun, Huang was a paid agent of Presi- -dent Yuan and it was he who, by previous lavish but judicious

bribery, provoked the mutiny of the Lu Chun which led to the

expulsion of Chen Chiung-ming. His mission here was to support Lung but, sisther of deliberate purpose, as many believe, or through sheer negligence, his conduct was at variance with that object and led directly to the most serious fighting that had yet taken place.

To a telegram which he despatched inviting

Lung to come to Canton at once, the latter replied that Huang must

first prepare the way by retiring a force of 3,000 men which Chen

had sent to Skamshui to oppose his advance and removing from the

City those of the Lu Chun stationed on Kuan Yin Shan and at the

Fine Storeyed Pagoda. Eventually Huang telegraphed to Lung that

everything was in readiness for his reception. The troops at Sam-

-shui having fallen back on Cantan, General Lung arrived on August

11th, and took over charge from Chang Wo-chuan, but when his

forces marked to their quarters at Kuan Yin Shan found them still occupied by Lu Chun, who said they had received no orders to vacate

the hill and refused to do so. Lung's troops insisted that they

had themselves got explicit orders to occupy that position and, as

the Lu Chun declined to seek other quarters in the heavy rain that

was falling, the Kuanghai man opened fire. The fighting that was

ensued lasted in and about the City in a desultory way for three days, in the course of which the Tu Tu's Yamen, with the Government buildings in rear thereof, was partially burned, the Mint looted and several streets of shops were sacked. The number of the Lu Chun actually engaged was perhaps not more than four ying, say 2,000 at
