salary from H. Kong funds, since it would introduce
complications in the reckoning of his pension, and
conflict with the well established doctrine that a
man cannot be in the service of two Colonies at the
same time or be earning pension from two different
sources in respect of the same period of service.

In reply to your Despatch No. 189 of the 27th. June, I have the honour to inform you that Sir Henry May was of the opinion, in which I concur, that Mr. E. Carpmael's appointment to Class III dates from the 29th. November, 1912. Paragraph 4 of Colonial Office Letter No. 35670/04 merely refers to his seniority bastion in the Hongkong Service and not to the date of his appointment to a class.

Mr. Carpmael is not altogether correct in
stating that his juniors are under present circumstances drawing a
higher salary than he, for when he is in the Colony he draws £150
duty allowance whereas the duty allowance drawn by others in the
same class is only £100.
