I have the honour to inform Your Excellency that the opportunity to reply to Your Excellency's letter No. 1 in 4022/1912, dated the 27th. of last June, has only now presented it- -self because, as Your Excellency made in the 2nd. part of that letter the allusion that the island of Wong Kam was being used as the rendezvous and head-quarters of at least one band of pirates, I ordered that Secret Police be conveyed to the two islands of that name which are in dispute between Portugal and China,
that is to say, the island of Montanha or Tai-vong-kam and the island of D. João or Sio-vong-kam and who have now returned after having gone over them.

They report that they have not met with any pirates, and that it must be on the sides of the Sanchau island (Chinese Territory) where a few bands of malefactors should be in existence.
As to the 4 individuals, to whom the memorandum appended to your letter refers, the Administrador do Concelho of Macao reports as followB;-
(1). About "Ng-pei-tai": that it is not known where he is. The Administrador do Concelho assures me that he is not in Macao, and that what he could prove was that last year he resided in Hongkong, and that he is a native of a village close to that Colony in the district of "Tung Kwan" (Tung-kun).
(2). About Luk-mui: that the Captain Superintendent of Police of Hongkong is in error when he makes the assertion that this Chinaran "was liberated at Macao on bail".
There exists a mistake because Luk-mui was arrested on the 8th. of last April on the application of the Canton Govern-
