With reference to the last paragraph of my Confidenti.

-al Despatch of the 13th. of June, I have the honour to transmit the

enclosed copy of correspondence with the Governor of Macao concern-

-ing the presence there of certain ringleaders of piratical bands

and the use made of the islands near Macao as a base for piratical

expeditions.

2. I have not addressed the Kwangtung Government

officially concerning the existence of bands of pirates at Kio as

the Captain Superintendent of Police is in constant communication

with the Commissioner of Police on this and kindred matters.

3. There has been a lull in crime in and around this

Colony for more than a month now owing to the fact that robbers and

pirates are either serving as soldiers in the Province or biding

their time there to hang on the skirts of hostilities for purposes

of looting.
