In view of the fact that Mr. Ross will be passed
Over if Mr. Fletcher is made Asst. Col. Sec. (as
I agree that he should be ), of the exceptionally
able way in which he discharges the duties of
District Officer, and of the Gov.'s assurance
that his successor as District Officer must be a
sterling-paid Cadet Officer ( which will avoid
all difficulties about the pay of this post )
I should like to let Mr. Ross draw the dollar pay
of Class 11, as a purely personal concession. But
I feel doubtful whether it should be allowed - and
if we refuse we had better simply refuse with
regret and say nothing about the future.
