Memorandum relative to the proposed Asiatic Migration Sill. This sill should, it is proposed, repeal and suporuede the Chinese Anigration Ordinance, lu99 and its amending, Ordinances.
There are many circumstances commected with Chinese migration which, although important at the time of the Chinese lussongora Aot, lubu, are now not of practical consequence; taure havo been also since the date of the Chinese migration Ordinance#, 1895, grant cunnges in the conditiona under which Asiatio Amigration is permitted from places or in vessels under British control.
The sonome of this Bill is to endeavour to simplify and cold- -press the rather disconected,rovisions of the Chinese kirution Ordinance 1899 and its amanding truinances; to conect it more sic ani clearly with its mother :et (The Chinese Tassengers Act loob),) omit such portions an soen to be at the present day obsolete, un.ed or foruidden and to bring it up to a stage of modern requirements.
It is difficult, therefore, owing to the much altered fenturak of the Bill when it is compared with those of the existing Ordinances to give a tabulated comparison which may be of complete service without enbring into a great mass of detail.
A general aumanry of the Eill itself and a general comparat analysis of its divergences from the existing Law Bec: at any rate desirable. The present Bill is divided into the following parts:-
