1.
The concessionaire shall not be permitted to
import in each year more than 260 chests of opium (a chest
signifies 40 balls of raw opium) exclusively destined for the
consumption of the fixed and floating population of Macao.
The concessionaire shall be permitted to import
yearly 240 chests of raw opium exclusively destined for export-
-ation to countries which have not prohibited or shall not
later on prohibit the importation of opium.
Be it therefore understood that the concession-
-aire shall be permitted to increase the number of chests of
raw opium to be imported in each year for the purpose of ex-
-portation, provided that it is always proved that such in- -portatione are destined for licit trade. For this purpose the concessionaire shall produce to His Excellency the Governor of
Macao customs certificates issued by the Authorities at the
countries of destination declaring that the quantities above
the 240 chests which this clause refers to are destined for
licit purposes.
His Excellency the Governor of Eacao in face of
the documents referred to and after verification that in the
a) Repartição Superior de Fazenda the concessionaire has satisfi- -ed for each chest of raw opium to be imported under these conditions the charge equivalent to the rent obtained for each chest at the tender, shall concede to the concessionaire the respective licence for such importation. A breach on the part of the concessionaire of the stipulation in this clause shall forthwith cause the cancellation of the contract and the forfeiture of the security deposited, without other formality
(2) than the publication in the Boletim Official of the Province of the reason for the cancellation.
