The Governor of Hongkong to the Secretary of
State for the Colonies.

Your cypher telegram of 6th August 1 have
informed Tsen Chun Hsuan who is now a refugee that
he cannot remain at Hongkong.
He wishes to go to Penang and at his request
I have asked the Governor of the Straits Settlements
if he can reside there. I see no objection but he should not remain here as recently while at Canton he has declared himself violently opposed to Yuan Shih Kâi. In the meantime I am granting protection to him.
