With reference to Para. 2, I have carefully

reconsidered the arrangement come to by my predecessor as set forth

in his letter of the 13th. Hay, 1907, in reply to Your Excellency's

letter of the 9th. May, 1907, with respect to the approach road

to Mount Davis, and am strongly of opinion that this should be

held as a Military Reserve.

As stated in the letter under reply, this road

leads to nowhere except the batteries, and I consider it important

that the War Department should be in a position to exclude un-

-authorized persons from having access to the same.

With reference to paragraph 3, the amendment of

the Clearance Area so as to exclude the leased areas hatched red

is concurred in; but, for purposes of defence from an attack by

land, it is essential that there should be clearance rights over

an area to the East of the red lines on the plan forwarded, and an

amended plan, which it is requested may be returned, is enclosed

showing, within yellow lines, the area over mich it is considered

clearance rights should obtain.

It is not considered desirable to exclude any

portion of the ground outlined in yellow on the plan referred to

above. The object being to avoid the erection of buildings which

might lend themselves to the support of an advance against Mount

Davis by way of the saddle and ridge joining High West to Lount

Davis or by the slope leading up from Sandy Bay to the above

mentioned
