With reference to my telegram of the 15th. of
August, 1912, I have the honour to inform you that owing principally
to the absence from the Colony of Major-General Anderson, I have
not been able to address you on the subject of Sir F. Lugard's
86 Despatch No. 31 of the 17th. of January, 1912.

The questions raised in that Despatch arose out
of correspondence with the lilitary Autaorities concerning the
acquisition by them of certain land at lount Devis for the purposes
of a Battery, and I attach a copy of the most material portion of that correspondence. The transfer of the land required for the
actual site of the battery at the price agreed upon, and the quest-
-ion of the right of way by the road giving access to it present
no difficulty.

The question of how the area over which the
Kilitary Authorities wish to establish a "clearance area" or
military reserve and within this area is comprised the site of the
practice battery referred to in the correspondence is to be dealt
with formed the subject of Sir F. Luzard's Despatch No. 31 of the
17th. January, 1912.
By views on the subject are indicated in my
letter of the 3rd. of September, 1912, to the Officer Com.anding
Troops and in my letter of the 9th. December, 1907, therein
referred
