Sir F.Lugard wrote a despatch in January 1912 (Gov/5086/12) putting forward principles of procedure with regard to Military Reserve Lands. The Secretary of State concurred generally and invited the War Office to agree. have had no answer but meanwhile Sir F.H.May telegraphed on 15th August 1912 (Gov/25709/12) asking for suspension of consideration of Sir 7.Lugard's despatch pending receipt of another despatch. Having gone to the War Office, and trusting in their masterly inactivity in such matters, we did nothing. Sir F.May now sends this despatch which is the one referred to in his telegram of August '12. and explains that it has been delayed owing to the absence on leave of the General Officer Commanding. The object of the despatch is to indicate that he does not share Sir F.Lugard's views and wishes to adopt an alternative procedure. I am afraid that it is necessary to recapitulate a good deal as it is not altogether easy to ascertain precisely what is the present Governor's point as
