With reference to my secret despatch of
the 29th.ultimo, I have the honour to inform you that Teen Ch'un-hatan ( in Cantonese, Sham Ch'un-hữn ), who was Viceroy of the two Kwang Provinces in 1903-1906, arrived on the 28th.in ultimo from Shanghai, where he was in close relations, as I am informed, with the Revolutionary party, with 5 followers. The Consul- General at Canton states that he is informed that one of these was Wong Ching-wai, the man who attempted to assassinate the Prince Regent and a prominent member of the Kwo Min T'ang.
Tsen refused to see any callers during the day, did not call upon me, and left the same night for Canton by river steamer. The Police have learned from a Chinese employee on board the steamer by which he travelled that 2 Japanese were in Tseh's suite and that at Canton he was met by 14 or 15 Japanese beside the Chinese officials.
