·GOVERNMENT HOUSE,

HONGKONG. 30th. July, 1913.

23193

Referring to paragraph 5 of my Confidential Despatch of 13th. June, I have the honour to inform you that I over- -looked the fact that Inspectors Reidie, Fisher and Woolley obtained promotion after lat. January, 1902, and therefore under General Order 129 forfeited their right to pension on their house allowances.

I shall therefore be glad if my recomendations may be modified so as to read that non-pensionable instead of pensionable personal allowances should be granted to these officers. The allowances will of course carry no exchange compensation.

3.

Inspector Watson having received no promotion since the 1st. of January, 1902, retains the right to count the value of his quarters for pension. This right, however, only applies up to one-sixth of an officer's salary, in this case a sum of 8340 a year. I would recommend, therefore, for the sake of uniformity, tust Inspector Watson's personal allowance should also be non- -pensionable, and that his right to count the value of his quarters for pension should remain unaltered.

I have the honour to be,

Sir,

Your most obedient, humble servant,

Annay
