Declaration of independence referred to in my telegram of 20th.instantagainst preident Yuan Shih Kai by Kwang tung province is outcome of Sun Yat Sen's visit in June to Macao and Hongkong: and of the ex_Governor-General's ( Wu Hon-man) intrigues. Hu took up his residence in Hongkong in June. And also of the Hongkong leaders of the Nati Kwo MinTang.
A wealthy Chinese who has a house here which he often visits but who generally lives at Macaois one of the most prominent members. He was present at a meeting at Canton just before the declaration of independence with the acting Governor-General. Wu Hon Man has gone to Shanghai to which place he has been remitting funds for the rebel troops. I am advised by the Executive Council to ask your permission to deport any members of the Kwo liin Tang who continue to mix themselves up in political intrigues after being warned not to do so: and also to refuse landing rights to the three men above referred to. Since declaration of independence business in Hongkong has been seriously dislocated and financial difficulties have been caused by the deterioration in value of Canton notes: in Canton great unrest has ensued. No disorder here.
