GOVERNMENT HOUSE,
HONGKONG. 25th. July, 1913.

I have the honour to transit for your informa-
tion the enclosed copy of a report by the Chief Justice on the work -ing of the Appeal Court which has now had two sessions.
2.
As far as I am able to judge the scheme has
worked successfully. The Bar and the public appear to be satisfied || with it and Sir H. de Sausmarez, who was my guest during the recent session, seemed to be well pleased with the results achieved.
3.
I au in correspondence with Sir H. de Sausmarez on the point raised in para reph 5 of Sir W. Rees-Davies' report; and the question raised in para raph 6 t`ereof is also under con- -sideration.
4.
•
It seems to me that the possible difficulty in constituting the Court alluded to in paragraph 7 might be overcome in verious ways. I shall take the question into further considera- -tion in case such an eventuality should unfortunately arise.
I attach an extract from a minute by Sir V. Rees-Devies, written after his report, in which he refers to another drawback which, however, seems to be of easy removal.
