18 G 15) The number of guards on board River Steamers should be four men at least. They should be non-Chinese and armed with modern weapons. The weapons should be tested weekly and the guards practised in their use. The guards should also carry whistles. 2. The Police should have the right of examining the guards and their weapons, to see that they are efficient.
3. All the guards should be on duty immediately before and after departure and arrival, and at all times (during the voyage) at least
two should be on duty.
4. All officers on duty, including Engineers should carry loaded pistols of a good and serviceable pattern, and should understand the use of them. These arms should be tested periodically.

The River Steamers and passengers should be searched by the Police before sailing, by male and female searchers. Two Chinese Constables and one female searcher to each ship. They should be supervised by European Police.

Passengers and their luggage should not be allowed to embark on the off side of the ship.

Abaft of the wheel house should be erected a steel grille with dodgers on either side of bullet proof material (see sketch). No ladders to be allowed on foreside of the bridge.
8. Grilled doors should be provided to all entrances leading to
engine or boiler rooms.
9. Only first class saloon passengers to be allowed on the boat
or shade deck.
10. Regulations should be made so that at night time, between Cap Shui Lun and Wangmoon and between Cap Shui Mun and the Bogue forts and vice versa, the River Steamers accompany each other and remain within easy signalling distance. The ships to have distress signals ready for use.
