With reference to your Despatch No. 150 of the

23rd. of way, I have the honour to transmit for the signification

of His Majesty's pleasure the enclosed copy of an Ordinance (llo. 18

of 1913) to extend the provisions of the Steam Launch (Protection

against Piracy) Ordinance 1900 to certain classes of steamers. The

usual report by the Attorney-General is annexed.

This Ordinance is based upon the enclosed

recommendations of a Committee consisting of the Captain Superin-

-tendent of Police, the Harbour Master, r. Ho Fook (Compradore of

Messrs. Jardine, Katheson and Company Limited, and a member of

the District Watchmen Comittee), Kr. V. E. Clarke (Secretary of

the Hongkong, Canton and liacao Steamboat Company, Limited,) and

Mr. F. Donaldson, Laster of the S. S. "Lintan", whom I requested

to enquire and report on the best mensures to be adopted for the

prevention of piracy on River Steamers.

The measures prescribed by the Ordinance will

entail comparatively trifling expense on steamers which are plying a lucrative passenger traffic. No opposition to the Bill has been

Lade by the public or in the Legislative Council, and I am in hopes

that the precautions prescribed will do much to prevent the

occurrence of piracies on board steamers running to Canton, liacao

and the West River. Except some of the larger of these steamers
