entirely separated from the party wall. I imagine that the inten- -tion was to strengthen the party wall. Practically it did not strengthen the party wall. These defects could not have been detected by any ordinary examination. That wall has stood I believe for 40 years. A wall built in the manner must eventually collapse.
These houses were occupied as Chinese tenement nouses. The party xxi
wall between 5 and 7 and between 9 and 11 are of a similar
character to the wall which collapsed. I have since made further
examination of the whole of this block and have condemned several
other walls. Before the collapse there was nothing from mere ins-
-pection to lead the Building Authority to condemn the party wall
which had collapsed. I am of opinion that the collapse was caused absolutely by the collapse of the party wall. I believe the col- -lapse commenced from between the lat. and 2nd. floors. The original cause of collapse was the way the wall was built but I cannot say what was the immediate cause of that collapse. If the wall was about to collapse it was quite possible for cracks to be
there for 2 or 3 days. These cracks would tend to show a gradual
failure rather than a sudden shock. The timber of the floor were
generally sound. After the collapse I did not see two bricks of the party wall stuck together. When I got to the collapse I examined the adjoining premises to ascertain if there was any chance of the party wall of the adjoining houses coming down. I found those walls were defective so I had snoring erected across the street and also across the gap caused by the collapse. I then got the coolies who
turned up later to assist tae Police in clearing the debris and rescuing the injured and recovering the dead. I then had barricades
erected to keep the crowd back. There were two principal causes
for the front wall falling out. Firstly the debris falling, inside the building wuld naturally tend to push the wall outward. Second- -ly the weight of the balconies attached to the front wall natural- -ly tended to put it out. I am not aware of any warning being given
to the tenants of these houses with respect to the condition of these houses. If any such warning had been issued by the Public Works Department I would have known of it. Neither the Public Works
