danger not only to the peace of the Colony but to that of the neighbouring Province.

The case of the piracy of the "Tai On" is a

good example of the mischief such criminals can do; and there are

at present undergoing sentences of from 5 to 7 years hard labour for armed robcery 3 men who claim to have been born in Hongkong or the New Terri „ories.

It is very desirable that the power should

exist of depriving such men of the hospitality of this Colony. This is a matter which formed the subject of my Despatch No. 224 of the 21st. May, 1904.

At a meeting of the District Watchmen Committee held on 27th. Lay it was unanimously agreed

"That it was desirable that foreigners born in the Colony

of parents who were not British subjects, and uno whether their births nad been formally registered or not had not obtained British Born Certificates, the issue of which lay entirely in tue discretion of the Governor, should not we considered to be British subjects, and should not be entitled to claim the rights and privileges of British nationality";

and I may add that the Bill has the approval of the Executive

Council.
