(a). Abolition of special allowance to the Normal Master; (b). Economies in the conduct of the Police School, on the
lines already recommended by me, or otherwise. (c). Junior Assistant Masters are now very rapidly getting
promoted to Senior Assistants. The steady promotion proposed will effect an economy here. (d). There will under the proposed system be no acting pay available when a Junior Assistant is filling the
place of a Senior Assistant.
(e). The hours at Queen's College are very curious; 9 a.m. to 1.30 p.m. and 2.30 to 4 p.m. on 4 days a week, with half holidays on Wednesday and Saturday and 14 hours less morning lessons on Saturday as well. The Masters only attend (except the Normal laster and

of course the Headmaster) on 2 afternoons a week. They thus put in 6 hours for 2 days, week, 44 hours for 3 days a week and 3 hours 1 day a week, or 281 hours a week altogether. At English public schools the usual hours are 27 to 28 hours. The reason that longer hours are given here is that Chinese boys must work harder than English boys to get the results expected of them. If the English Masters attended from 9 to 12.45 and from 2 to 4.15 every
day of the week and from 9 to 12.30 on Wednesdays and Saturdays, they would give 31 hours a week, an increase of 24 hours, nearly 6%, Besides this, the very unsuitably prolonged period from 9 a.m. to 1.30 p.m. would be avoided.
The effect of these economies would be as
(a). Could not take effect till Mr. Tanner receives promotion,
which is not likely to be for some time. Lár. Tanner would naturally wish to stand out of the scheme proposed below, as he would lose by it;
