salary of £550 per annum, to be reached after eighteen years; the

increments being 210 per annum in the fourth to the eighth years

inclusive, and 215 per annum thereafter.

The immediate result of the adoption of this

scale of pay would be an increase of salaries to Masters in 1914

of £287 10, and the ultimate result, (so far as it can be fore-

-seen) an increase of $490 to the combined salaries of the seven

senior Masters concerned. Against these increases must be set the

saving effected by the abolition of one mastership, £300 to £460. Further, the scheme will effect a slight economy of acting pay, and

the steady increments may at times prove less expensive than the

too rapid promotion which is caused by a succession of vacancies.

On the promotion of ar. B. Tanner the allowance to the Normal

Master (8900 per annum) will lapse.

A further resulting economy under the heading

Police School might be made upon the adoption of the scheme. I

shall address you separately on that point.

Having regard to the increase of school hours

which the scheme will entail to the Masters, and to the consider-

-able though not extraordinary benefit which they will derive

therefrom at a very trifling cost, if indeed at any cost at all, to

the Colony, I recommend the scheme to your favourable considera-

-tion.
