I have the honour to inform you that in making
recommendations with respect to the vacancy caused by Lir. Ralphs'
promotion, the Director of Education, Mr. E. A. Irving, has sub-
-mitted in a minute, of which a copy is attached, a scheme designed
to render a new appointment unnecessary, and at the same time to
benefit the Assistant Masters in his Department. In my Despatch No.
385 of the 13th. November, 1912, I informed you that I did not
12 consider any increase in the salaries of masters at Queen's College
necessary. The scheme which I am now submitting will, however, materially improve the position of all Assistent lasters in the
Education Department and will entail little if any cost upon the
Government. This is my reason for advocating it.

The school hours of the English Masters at
Queen's College have been as at present for some fifteen years. I
am of opinion that they can be changed in the manner indicated by
Mr. Irving without undue strain upon the Staff, and to the advant-
-age of the pupils. If this is done, the saving of time will render
the engagement of a new laster unnecessary, with an immediate sɛving
of £300 per annum.

On the other hand, the scheme contemplates the
abolition of the distinction between Senior and Junior Assistent
Masters; it also contemplates the passing of kasters after the lapse of their three years' probation, by regular degrees to a maximum
salary
