(4). In 1906, the foregoing arrangements ceased, and a

Ruling apparently based on General Orders No.159 and No.120 (c) of the Hongkong Government Regula-

tions, was substituted with the effect that your

petitioner as well as other officers who had previously received four months vacation, and drew leave pay at 4/- the dollar, had to accept three months vacation and a 5/- dollar, as the date of

their transfer from Police Department brought

them under the provisions of General Order No.159

and General Order No. 120 (c) respectively.

(B). In 1912 following representations made on this

subject by Inspector R.G.McEwen, one of the officer) affected under General Order No.120 (c) it was ruled that he be allowed to draw leave pay at 4/- and pension at 5/8 the dollar. Subsequently other Officers affected under General Order No.120 (c)

received lapsing pay to the amount of the differ- ence between leave pay at 4/- to the dollar and 5/- to the dollar.

(8). Your petitioner then submitted the following

minute to Government "Now that it has been defin-

itely settled that Police Service counts for leave

privileges and that certain Officers have received

the back pay due to them, I beg to point out that

in 1906 and 1909 I had to accept three months

vacation full pay leave, instead of four months

allowed by leave Regulations, and that there is

now due me the sum of £16.0.0 for months of August

September 1906 and £17.0.0 for months of March

April 1909 making a total of £35.0.0 sterling.

Trusting that as in the case of the other officers

similarly placed this sum may be paid me by the
