The Petition of Alexander Watson an Inspector in the Sanitary
Department of the Hongkong Government to the Right Honourable the
Secretary of State for the Colonies, craving for a ruling as to
whether or not be should receive four months or three months full
pay vacation leave,humbly showeth thati-
(1). He joined the Government Service in the Police
Department on 28th October, 1887 and obtained the
rank of Acting Sergeant 17th March 1995.
(E). He was transferred to Civil Service on the 8th.
June 1895 as Assistant Inspector of Markets in the
Sanitary Department.
(3). When applying for this post, the Rules of the Civil
Service as explained to him by the Secretary and
Superintendent of the Sanitary Department (Mr.Hugh
McCallum) were, that all his service would count
for pension purposes, that after six years service
he would receive four months vacation full pay
leave, and eight months half pay leave.This being
a verbal explanation your petitioner cannot now
submit further proof of his statement than that
there are still several Officers in the Government
Service who joined the Sanitary Department about
the same time as he did, who received similar infor-
mation. It is further supported by the fact that
in 1902 the Government did grant him four months
vacation full pay leave, and eight months half pay
leave, and his leave papers were endorsed "Officers
who joined the Service before 1st.March, 1894 are entitled to four months vacation leave".
