Sir,
I have the honour to transmit for your consider-
-ation the enclosed Memorial from Inspector A. Watson of the Sanita- -ry Department requesting a ruling on his claim to the privilege of four months vacation leave in any two years.
I am of course unaware what was explained to lir.
Watson on the occasion of his transfer by the late Ir. LicCallum but
the former was in quite as good a position at the date of such
transfer to know of the existence of the rule dating from 1st. l'arch
1894, whereby all officers appointed thereafter were to enjoy only
the leave as granted under the Colonial Regulations, and the argu-
-ment by analogy with the privileged rates of exchange fails inas-
-uch as Police Officers enjoyed those rates while in the Police
Department previous to their transfer to the Civil Service.
It is also no argument, to my mind, in favour of
the petition that the four months period was through inadvertence
ranted in one or two instances, and I therefore submit that the
petitioner should be informed that he has no claim to the privilege.
