Finally, I do not regard Site No. 1 as being aban-
doned by the adoption of the Scheme now submitted as it will
be possible, by constructing an extensive system of catch-
waters, to intercept the drainage from large areas outside
the natural Catchment area, which is delineated upon the
enclosed plan, and so ensure the filling of the additional
large reservoir which would result from the construction of
a dam on the site mentioned. As however Site No. 1 is within
the tidal area of Tytam Bay and as the construction of a dam
on it will involve the excavation of a trench 60 feet in
depth below low water level in order to reach a rock founda-
tion, it does not lend itself to the construction of a reservoir
of greater capacity than that proposed in February 1905,
namely, 1,200 million gallons. Recent developments indicate
that further reservoir accommodation will be required in
future and it is therefore important that the additional
storage capacity to be gained by the construction of a dam
on site No. 3 should be availed of. Further, the early
augmentation of the supply of water is of the greatest im-
portance at the present time and this will be effected much
sooner by the works now under construction than by works on
Site No. 1. I may add that, by the execution of the present
scheme, involving an addition of a storage of 1,500 million
gallons, the City and Hill District will, for the first time
since the Colony was founded, be in possession of a really
adequate supply of water.
